The Council Committees take place five or six times a year, approximately every two months. With the exception of Planning and Development that meets on a two-weekly basis.

Planning and Development

The Committee considers and makes representations on;-

  • Planning applications to Sevenoaks District and Kent County Councils
  • Planning appeals to the Planning Inspectorate
  • Tree Preservation orders and notices for work on trees in the Conservation Area
  • Applications for Conversation Area consent
  • Applications for listed buildings consent
  • Applications for advertising consent
  • Agricultural Consent
  • Licensing Matters (including street furniture)
  • Planning consultation documents including minerals and water management

The Committee advises Council and comments to other bodies on planning and development matters as appropriate.

Finance and General Purposes

The Finance and General Purposes (F&GP) Committee consist of representatives of Allotments, Playing Fields and Open Spaces, Highways & Lighting, Planning and Development and Youth & Community Committees together with another nominated member.

The Committee advises the Council on the acceptability of budget proposals of all Committees and the level of the precept to be levied each year. It is responsible for  the preparation of the Council’s accounts and the implementation of appropriate audit procedures and considers the terms and conditions of service and pension provision of employees.

Highways & Lighting

The Highways and Lighting (H&L) Committee discuss and report and take appropriate action on Highways issues in the Parish to Kent County Council and/or the Police, Highways Agency, Sevenoaks District Council (parking issues), the local MP and neighbouring parishes.  The Committee also facilitates community led highways issues, such as lorry watch and speed watch campaigns, manages the street lights contract, monitors and reviews the street light electricity contract and considers street lighting requirements.

Allotments, Playing Fields and Open Spaces

The Council owns Currant Hill and Farley and rents Bloomfield Allotments from Squerryes Estate and manages the sites, including water supplies and boundaries and grants tenancies of individual plots, fixes and collects the rents, monitors the performance of tenants, deals with their requests and awards prizes where appropriate. The Council owns King George’s Field and also the land to the west comprising Costells Meadow car park and the land between it and the footbridge to the Darenth car park.  It rents the northern part of the Field opposite the Westerham Sports Open Spaces (also from Squerryes Estate). 

The Council owns The Green, Russell House, Crockham Hill Village Garden and part of the Churchill School Playing Field (let to the School). It also acquired Granville Road Green in 2011. The Committee is responsible for the maintenance of The Green itself, the statues, the bus shelter,  the cycle stands, the flower beds and the electricity supply.  The Committee  manages the use of all these areas by community groups and charities.

Youth and Community

The Committee links with youth organisations in the town, and manages the contract for the Youth Club which the Council funds.  It also arranges Family Fun Days during school holidays.

It is responsible for ensuring that the Police, Community Warden, and the District Council act together to make the town a safe place in which to,live and work, and it keeps a watching brief on all matters which affect the community of Westerham such as the library.  It links with the Westerham Town Partnership and Retailers Forum and supports year round tourism and Christmas Lights in Westerham.
